| Ann O. Wehr, M.D., FACP (CEO) |
 Dr.
Wehr is chief executive officer for Molina Healthcare of New Mexico. In
this role, Dr. Wehr is responsible for all health plan operations. She
previously served as the chief medical officer leading all medical management
initiatives for the health plan, as well as overseeing contracting and provider
services and quality activities. She also served as the Medical Director
for Cimarron Health Plan's Quality Improvement Department. Board Certified in
Internal Medicine, Dr. Wehr earned her Bachelor of Science in Chemistry from
the University of Notre Dame and her Medical Degree from Ohio State University.
Wehr also completed her residency in Internal Medicine at Vanderbilt University
Hospitals in Tennessee, and was in private practice in Nashville before moving
to New Mexico in 1991. She has over 21 years experience in administrative
medicine. Prior to joining Health Care Horizons, Dr. Wehr served as vice
president and chief medical officer at Blue Cross Blue Shield of New Mexico.
She is a member of numerous associations including the American College of
Physicians, American Medical Association and the Greater Albuquerque Medical
Association. |

| Eugene Sun, MD, (CMO) |
 Eugene Sun, M.D., M.B.A.,is trained and board
certified in Internal Medicine. Dr. Sun is a native New Mexican, born and
raised in Albuquerque. After completing medical school at UNM, he completed his
residency in Internal Medicine at the University of Pittsburgh. Since then he
has developed broad experience in healthcare administration, managed care, and
pharmaceuticals, having worked with Kaiser Permanente, Regence Blue Shield,
United Healthcare, Pacificare, and Merck. Prior to joining Molina Healthcare of
New Mexico Dr. Sun was the Vice President of Medical Affairs of Health America,
a Pennsylvania managed care plan with over 600,000 members. |

| D. Lynn Allen (COO) |
 Lynn Allen is Chief Operating Officer
for Molina Healthcare of New Mexico. Mr. Allen oversees the Provider Services
Department (this includes provider contracting, provider relations, and
provider configuration functions) and Customer Service Departments (this
includes the member services phone unit and the health plan appeals department
functions), local IT operations and the health plan physical plant. Prior to
joining the Molina Healthcare team, Mr. Allen served as Network Director for
large health plans in Phoenix, Dallas and Albuquerque and for such
organizations as Cigna, United Healthcare and Prudential Healthcare. He has
over 17 years experience in managed care provider contracting including full
risk capitation and risk sharing agreements and has served as lead contracting
agent for health plans, hospitals, and integrated health systems. |

| Mr. Allen brings extensive experience in Medicaid managed care plans, Medicare
Advantage plans, Medicaid Long Term Care plans and Medicare Special Needs
plans.Mr. Allen earned his Bachelor of Arts in Economics degree from the
University of New Mexico in Albuquerque, New Mexico.

| Todd Pilger (CFO) |
 Todd Pilger is Chief
Financial Officer for Molina Healthcare of New Mexico. Mr. Pilger manages the
Finance department, which includes accounting, billing, enrollment, claims
services, and cost analysis operations. Mr. Pilger previously served as
Controller for Molina Healthcare of New Mexico. Prior experience includes
multiple functions within the Finance and Accounting departments of Molina
Healthcare of New Mexico (and its predecessor Cimarron Health Plan) since 1999,
and was previously an auditor for the accounting firm of KPMG. Mr. Pilger
earned his Bachelor of Arts in Accounting from Fort Lewis College in Durango,
CO. |

| Sharon Huerta, LISW |
|
Sharon Huerta is the Director of Government Contracts, Compliance & Quality
Improvement for Molina Healthcare of New Mexico. Ms. Huerta manages
government contracts, compliance, anti-fraud, member retention and outreach,
quality improvement, health improvement, disease management, and the health
plan's accreditation. Ms. Huerta is a Licensed, Independent Social Worker
and has over twenty years experience in health care. She previously
served as the Behavioral Health and Personal Care Option Administrator for
Molina Healthcare of New Mexico. Ms. Huerta earned her Master of Social
Work degree from New Mexico State University in Las Cruces, New Mexico. |
